In this article you will get to know how to transform a real dollar photo into a colored pencil drawing.
Step 1.
I took an old dollar photo (imprint date - 1899).

Now duplicate a background layer and name it "Edge Layer". Press Crtl+Shift+U to desaturate it. Apply Filter > Stylize > Glowing Edges with the following settings: Edge Width -> 1, Edge Brightness -> 11, Smoothness -> 5. Apply Image > Adjuistments > Levels. Regulate Levels in such a way as to highlight the maximum of the significant lines of drawing. In my way:

Press Ctrl+I for inverting drawing on the current layer. Apply Image > Adjuistments > Brightness/Contrast with settings: Brightness -> +100, Contrast -> +100.

Step 2.
Set the blending mode as "Darken".

Then create a new layer. Set green color for a background and blue color for a foreground. Apply Filter > Render > Clouds. Apply Filter > Texture > Mosaic Tiles with the following settings: Tile Size -> 3, Grout Width -> 1, Lighten Grout -> 5. Set the blending mode as "Soft Light". Apply Layer > Merge Visible. And that's it.
