Today I'll show you how to create a simple effect but very interesting. It looks like a colored mosaic glass.

Step 1.
Choose the picture you want to apply this effect. Apply Filter -> Texture -> Mozaic Tiles with the following settings: Tile Size->62, Grouth Width->1, Lighten Grout->1.

Step 2.
Create a new layer and apply Filter > Render > Clouds with a light blue foreground (#82c6ed) and a white background. Set the blending mode for the layer as "Difference". Apply Fill->25%. And that's it.
